This sleeve lets employers know how fast factory or assembly line workers are working. There was a scene in Schindler's List where a Nazi wanted to see how long it took a factory worker to produce a Shell casing or a pot or something like that. Needless to say the worker produced it in quickly. The Nazi then took the time that the worker produced the item and multiplied it to determine what his output should be in an hour. His normal output was far less than the total tallied by the Nazi.

I'm not saying that this was designed by Nazi's (let's be honest, most Nazi's nowadays aren't smart enough to design anything of substance), but I still do not believe that this will turn out well for the workers.
